Heh, I wish, I always let my plan cancel because 7USD minimum doesn't justify for a simple VPN and @leapswitch doesn't do custom plans.

Thanks I picked up a Time4VPS LT (I bought it right before you mentioned it lol so I couldn't use your aff link) and DrServers SE.
VPSNet and CZ were 100Mbit or less ports which did not appeal to me.

I don't see Italy and Russia in your list. So as for Italy, ArubaCloud has already been mentioned here. Ditto Vscale and vStoike in Russia, both own data centers in Saint Petersburg, and Vscale has recently opened their Moscow location in own DC too, though network speed varies, but now a Gigabit anyway.
Sorry, but I haven't managed to find that network requirement in your thread.
I picked up a vStokie box, whenever I try to pay to Vscale it says
"Sorry, we can’t complete your purchase at this time

www.caravanaero.ru is (among the) cheapest in Russia, and supposedly on 1gbit port. I've never used them, so can't be sure about that. I think planetahost.ru is only 100mbps, but not positive. There's also cloud4box.com and memvds.ru.
itldc.com has 3.5 euro/mo KVM in bulgaria and latvia, supposedly on 1gbit. not sure about monthly bandwidth limits.
www.ps.kz has cheap hosting in Kazakhstan
myhost.kg for Kyrgyzstan, ~$5-$6/mo, but only 100mbit
fastvps.ee for estonia.
uh, oneprovider has the $5 plan, but it seems like it only works with US locations usually. I ended up cancelling my level 2 plan ($10/mo) because I was told that japan would "never" be free for anything but level 3 or higher vps. probably goes for the other 'exotic' locations as well, like mexico.
www.park-web.ru has hosting in czech republic for 3 euro a month, but only 100mbps.
don't think you'd find cheaper than extmedia.by for 1gbit port in belarus. it's more like $10-$15/month though.. maybe support.by?
extrahost.pro is in slovakia and austria, i think cheapest plan is $7/mo, but, again, only 100mbps
you could try http://oneprovider.com/onecloud/ssd-virtual-servers... and see if it lets you set up the level 1 in those locations now, i haven't messed with it in several months, maybe they changed policy
ed: oh, maxided has something in moldova, 1gbit. like oneprovider, they are resellers.. but, uh, in a worse way. i'm not sure what the host is that they're using for moldova. would be interesting to find out. would also like to know who they get their services from for Belize, the $16/mo is crazy.
ed2: and it's outside your budget range, but i doubt you'll find cheaper for 1gbit port in vietnam than greencloudvps.com

Not me but I have worked with one of their staff in the past (I used to be a virtual assistant on UpWork.com making some easy side money). I link them to providers I've used in the past once in a while when we talk on Skype.
Updated list of what I have. Did a lot of shopping today going to spend the next 2 hours setting all the new boxes up.
Going to try and write up a quick setup script to install laravel and nginx to save time.
Edit: Script is done, setting up all the new boxes will be a breeze now.

I'm satisfied with the locations I have for now. However, I'm interested in getting some middle eastern VPSs.
I've been eyeing https://www.exoticvps.com/region/middle-east for a while now but the prices are insanely high.
I'd be good with 10-30Mbit ports on them and 50-100GB bandwidth for $10-$20/m.
I'll be making a thread on LET in the next few weeks with what I've been working on and most likely release it on GitHub as well.
For the record Cloudflare has around 1 gig locally ( Argentina).
You wont find something that cheap here ( like the others you have).
