Similarly spec'ed dedicated servers often sell for $10 or $15 per month. Unless you have the ability to stack a lot of these on a breadrack, colocation fees will eat up any profit. I considered doing ARM (raspberry pi's and such) hosting for developers i actually have the devices sitting in my office just never got around to setting them up i wasnt too concerned with it because in reality how would you advertise such a small revenue-less product?

I think such an operation would need to be quite large, if you want economies of scale that make it both feasible and affordable enough for customers to consider.
