Identify the local network and determine the number of hosts

This was a question given to me and there was a .dump file provided, can you explain me the question and how to find it with tcpdump.

    The fastest is to use a ip scanner software to scan out the host if you have a tcpdump file it be more tricky as you need to analyze the packets to find out the hosts.

    it's anonymized so cannot use IP's to find the hosts.
