Here, in Indonesia, ID card is heavily required for many purposes. For example, its required on .id domain registration. for .co.id you need both ID card and company paperwork, for .or.id you need both ID card and organization paperwork, etc. Even more, if you want to be a governor candidate, you required to have ~500k copies of valid ID cards.

The only reason that fit to ask a scan of ID, would be :
A phone call, sometimes can be tricked by purchasing a new simcard (it's cheap). So we need to be careful when using this, except you can remember most people voice and accent
