Yes, Bootstrap is free to reuse. However, my custom CSS files, the HTML markup, and my custom Javascript are not licensed for reuse.
I don't think you are going to win any arguments claiming rights to your CSS. Isn't that kind of the same line of thinking as patent trolls who try claim rights to everyday things like bottled water or whatever?
Could probably say the same thing about the Javascript. I would imagine you are using that on top of Jquery and we are back to the same sort of argument about you using bootstrap framework.

He's using jQuery & Bootstrap because those libraries are LICENCED to him. You don't licence things that are not property. Like, wtf, don't you know code is distributed under various licences?
Which matters how? If you don't want people ripping your site then (try) protect your site. Trying to claim rights to something that is so easily copied is going to be a lot harder.
I feel that something is wrong in the arguments I'm hearing here. Surely if you write something, although you can't claim copyright on the language, what you've written is your own. HTML and CSS, if you didn't copy it from somewhere else, cannot reasonably be considered materially different from writing in some other language, like English or Klingon for example.
I'm wondering if some legal advice to the contrary is based on a presumption that the code isn't all written by the owner of the web site. People use templates and things like WordPress, but some people just write the site themselves and some lawyers may not be aware of that.
All I am saying is good luck trying to claim rights to CSS. To me that is like trying to claim rights to a sand castle you build on the beach.

Possible tip for you and anyone else in hosting (as scraping sites seems to be common among the kiddie hosts who like your designs)
Use a canonical such as
<link rel="canonical" href="https://www.lowendtalk.com/">
It should reflect the URL of the page currently on. [reference].
Normally this helps search engines figure out that the likes of https://www.lowendtalk.com/?moon=cheese is the same as https://www.lowendtalk.com/.
Alternatively, have some JS that redirects to your hostname when it isnt your hostname. Or similarly, a big flashing GIF saying the site uses stolen content.
At the very very least, have some tracking software like piwik or Google Analytics. While most of the tin foil hats here will have adblockers, for you it'll still be an early warning that someone has nicked your template.
Well, we all could order their smallest plan and chargeback the day after, saying: "Ooops, sorry, I thought I was buying from OnraHost!"... The fees will kill him. Wait. No. Don't do that! ;-)

I'd wait until they launch before doing anything. Their best excuse is it's just a placeholder until something final goes in place.

I have trouble getting scanbot IP's shut down. I find it hard to believe anyone is going to pay much attention to these sorts of complaints which are even lower down on priority.
I would say the only argument you have is that they are trying to use your theme without paying for it. Maybe try contact them directly first and offer to sell it to them.
If his current host is willing to do something about it there are thousands of others he can go to that won't.
Trying to get his site shutdown seems to me like trying to stop water coming out of the tap with your hand.
