Definitely not LEB pricing, but 6sync.com is in New Jersey. Yeah, I can read a map and that's not New York, but it's only 11 miles outside NYC. One of the best VPS providers I ever used.
256 RAM + 15GB disk will cost you $15/mo there, though.
Are you sure? I currently have a VPS with 6sync and the ping is around 10MS, which indicates New York City. The traceroutes for my IP concur. The only problem with them is the IPs are SWIPed to NZ, which is annoying for GeoIP and stuff like that.
No not 100% sure but that's what their FAQ says.

I'd recommend Kazila. I've got a VPS at their New York location, located at 121 Varick St in Manhattan. I haven't noticed any strange routing myself. It might be worth it to contact them to see what's going on.
Other than I'm pretty sure datacenters cannot control incoming routes, I'm not an active customer so it would be point less imo.
