VPS for under $12 yearly in EU?

I was wondering if there is any host in Europe that has a 128mb vps for $12 or less (yearly)
I've been searching for this quite some time (yes, i am bored) but couldn't find any

I know that there are some $16 though in the EU, so why no $12 ones?

1 USD = 1.34 euros

Meaning $12 USD = 8.95 euros.

That would be .74 euros per month or .024 euros per day.
