Hello,
are there any good providers out there that offer cheap VPS in various locations? Need this for VPN so that shouldnt be against that providers ToS.

For private use most ones allows OpenVPN or Any VPN soft for that matter

Hmm.. the problem is I would allow access to the VPN to multiple people (my clan/guild for better ping in a MMO game). I have already contacted a provider and he told me that this is something they wont allow so I thought Id better point this out.
HostUS, $12 a year for a 768MB and available worldwide. Private VPN should be fine by most providers as long as it's not being used for "illegal" activities.
