Budget isn't mentioned here, but we'd need: 4 Cores / 8 Threads at least.
32GB RAM
4x1TB HDD RAID 10
1 IPv4
10TB Bandwidth
IPMI.

As long as you or the provider can provide IPMI, instantly, that works.
