Use Tinc, then setup subnet-down and host-down to curl to whatever monitoring page you have to show the changes (making something like this soon)
I wouldn't do a ping check either if it's really THAT crucial, target a specific port over TCP if you want the most accurate information.

Why not just open a ssh tunnel off another host and if connection is dropped, there probably is an issue. If it goes down, retry a few times and if there isn't any response, the host is down. (worked on some shared hosts too)
Why would you want monitoring more often than one minute... I mean, I understand downtime is very important to get noticed right away, but 20-30 seconds sooner or later won't matter too much.
If you're trying to monitor an intermittent fault or a server that is dropping packets for a few seconds here or few seconds there then 10 second resolution is very useful.

Thanks for the open source links. This is one of those where we need another company to take care of it and make sure that the monitoring is as accurate as it can be, and there is money for that. Wormly and updown.io look good.
