heya people i want to buy a vps for 5 euros (fixed) to host my mw3 tekno server on it and i bought webtropia before but it doesnt suited me i just want a vps with good specs and internet is the main thing because i got lags on webtropia it has like 500 mb port or thing like that
please suggest one

i have already wasted 7 euros man trying to run mw3 on linux using wine also it worked on ubuntu

because mw3 requires port forwarding
it will be better if server is hosted from paris or gravelines not netherlands my latency is high there

I doubt you do. You just need good latency and maybe CPU too depending on the game.
If you tell us where are you located, it could help. If you want good latency to everywhere in Europe, choose Amsterdam or Frankfurt.

OVH would be good, make sure you buy the Cloud VPS as that is compatible with Windows. Alternatively, you can go with Contabo but that doesn't have DDoS protection.
As other people have said, OVH is the way to go. Their SSDVPS is cheap and reliable, with DDoS mitigation and 10tb (I think) of bandwidth
Please do yourself a favour. Choose for RamNode, Digitalocean or OVH.
