Providers will charge you 20-25$ for the /27 IP Block only so.. how can you expect to get such server for 30$?

I'd say that's quite a fit. A request that's far off the realistic price and a provider that's far off the budget.
I didn't think $60 was too far off from OP's budget with a 4 core CPU since he said 'max price $55', if he absolutely needed that much RAM we could have worked something out for him presales. If you take a look at our past posts we don't just 'SPAM OUR COMPANIES SHIT'. Someone woke up on the wrong side of the bed this morning. In all seriousness you've been told to up your budget or pre-pay in advance. As you're unwilling to do any of them it's pretty clear that you don't intend to stick with that provider and allotted IPs for a reasonable amount of time. It seems like you're probably gonna spam and dump the services.
You've been offered some reasonable things such as the $73/mo Delimiter offer which is about the best you'll get.
