You need to look for a MS partner that offers SPLA licensing. It's a PITA. My advice: have your customers bring their own licences.

If you don't want to go down the SPLA route or do not qualify for SPLA status then you could look for a host with a reseller program that offers windows licensing (already an SPLA partner)
