Ramnode, OVH, and BandwagonHost are all great for VPNs. Definitely are cheap in price but good in terms of quality and uptime.
If I had to say the order I'd rate them in:
Simply because OVH has slightly more ping loss and downtime in my experience than the other mentioned brands.
