America & Europe doesn't work like that.
America is ARIN, Europe is RIPE. You need two separate subnets then, each for the particular region.

Wouldn't it be better to mention your budget instead of saying low cost? Euro 100 may be low cost for someone and very high for someone else.

It is my understanding that for some reason (that I haven't found yet) @William is banned.
He gave out a bash script that ran a wget loop on a test file hosted behind CloudFlare to test how much bandwidth he could use on their free plan. Then people started using the script on DigitalOcean servers and Jarland (who works for DigitalOcean) banned William.

Stop twisting the scenario. He was banned for continuing to stress test and promote illegal activities. He refused multiple times, and was rightly banned. Even if he was doing it strictly from Vultr or Linode (DOs direct competitors), his ban was inevitable.
I think > GarrisonHost has a /24 for $70 with $70 setup fee, if you do long term billing they go as low as $52 USD per month.
I thought they went for $33.33 on annual billing?

Anyone offloading subnets for less than $60/m without some sort of heavy prepaid period is likely leasing you blacklisted space, or space that was heavily blacklisted. There are lots of ranges for lease that are heavily ACL'd in many parts of the tubes just because of how much spam they pushed.
Garrison is probably the cheapest but I doubt they'll price lock you on a monthly lease.
