Burst where? Again unless you pay a few grand for a dedicated L2/L3 to a particular destination you cannot expect the ISP to guarantee you particular bandwidth to particular or all destinations outside of their network at any time.
Really? So if you have 200 servers in one data center and they will be able to get 200Gbps at the same time? Right?
