He wants to be charged in US Dollars in the first place, which I don't think is possible with the EU kimsufi sites.
OP you have to order from the site which is for your country, and EU countries I would assume are charged in Euros, I don't think the US/CA sites accept international orders
Although note that the stock can be whacky. You'll see stuff in stock on the IE site but US or CA won't have it. I think each branch may be run separately with their own stock allocations.

The Kimsufi US site allows anyone to order & pay in USD. http://www.kimsufi.com/us/en/
