Small, Cheap yearly OVZ VPS or something like DO/Vultr?!

Hello,
I am looking for a small, cheap OVZ VPS to test out webapplications and various stacks aswell as nginx configs before moving it to my main server as a live version. Needlessly to say id need the option to reinstall the OS on the flow.
Thus I am looking for either of those:

1) A yearly plan up to 10-15$

2) Another idea was to use smth like DO or Vultr but I fear even as they seem to start cheap, that over the year it will turn out to acctually cost more than 15$ :/
Note:
If i were to use DO/Vultr i wouldnt let the server run 24/7 ofc^^

Appreciate any offers/recommendations :) Looking to buy ASAP!

Requirements:

  • Change/reinstall os from webpanel
  • full root ofc
  • 100 mbits
  • Traffic: surprise me with your offer (dont think i will consume too much but want the option to upgrade if needed). Flat is also fine
  • Minimum ram: 512mb
  • CPU: 1vCore minimum, 2 would be nice to speed up webserver+mysql
