You can ask @BuyCPanel_Kevin for a custom quote to pay yearly at $156 based on $13/month. As far as I know you won't get any cheaper than that for external license.
Why do you want to pay yearly when you can get it monthly ?

External, Internal are a bit less, but as a partner NOC I am only allowed to sell yearly external
