Francisco and I established that it had to do with my ISP's poor peering.
If I wanna upload a 30mb file it will take 3-5 minutes from my computer --> lvshared02
My work around
Upload file from my pc --> RDP (Windows VPS) --> Upload to lvshared02
Uploading from my pc to rdp takes like 10 seconds, and then like 5 seconds to upload it to lvshared02 from rdp.
I can upload 1GB from my rdp to lvshared02 in like 30 seconds.
lv-03 have some stability issues recently. must be related to that apache restarts that Francisco mentioned. still decent value for the money, but if you are looking for uptime, or do not have a mirror, you should stay away from lv-03
