It's fake, but it would be nice for PayPal to release my precious $400 from my suspended account. I have a verified SSN, bank account, basically everything that PayPal asked for, yet they are still the crappy asses that they are.

It looks like it came in from 96.47.30.234 if we can trust the header. That's interesting because I don't know what "e-Dialog, Inc" is but the abuse email goes to Ebay:
Which would add a point to it's potential legitimacy. Again, if the header is to be trusted (and that should be written by the recipient server, so we should be able to trust it).
I'm weighing in as saying the headers look legitimate.

If it's real, I hope PayPal loses all of its money. They're thieves, plain and simple.

If you are a typical American, you do 1-3 class action settlements a year. They're all like this. As usual, the only people who make any actual money are attorneys.
It's a weird part of American life. You get letters in the mail saying that you are being avenged, and in every case it's been "yeah, I did have an account with $RANDOM_COMPANY during those dates and while I have no personal complaint, sure, send me my $5.50".
