Looking for a cheap dedi in Europe, not in France however.
Minimum requirements, HDD: 250GB, RAM: 2GB, 100MB connection or better, CPU atom or better
under $15...

You can't ask much for the price, but transit is always congested in peak hours to certain destinations, so I wouldn't call that a "good" network.
