With directadmin.
With SDD drives
No celeron, no atom
Price range is about 25 €

SSDs and DirectAdmin in the EU isn't going to happen, probably not even on a Atom/Celeron. You'd probably be best looking towards a VPS for that budget.

I got a core 2 duo sitting about. Though you'd have to sort your own license for direct admin out.
