Must be 1U, must be 4-bay SATA 3.5", I can ship HDD to you or you provide 4*2TB HDD.

RAID CARD (PM for details)

IPMI (Strictly no Supermicro X7 version, used to be screwed by this)

PSU: 1 is okay.

Otherwise, for used servers, I would recommend you check WebHostingTalk or eBay. Unfortunately, I cannot recommend any sellers as I rarely work in the US region.
