Depends on your usage, but if your application needs more than 2GB of RAM, just get a larger server, or else you risk getting your VPS suspended for abusive disk I/O if you're using a LowEndHost...
I would go for 2GB of swap.

if its HDD, i will create 2GB swap, if SSD/cached 1GB is fine i think.

You're not going to find on definitive answer on this. It entirely depends in what you're doing with that box. Sometimes I swap my boxes to 25% of the RAM and the disk I/O kills it, othertimes 200% and it's fine.
Don't go overboard on swap memory, it's only required when your system is out of actual RAM.
