- Location: Western US - West Coast preferred
I have no preference in virtualization. My budget for this is no more than $40/yr.
Please don't recommend:
- EthernetServers - my last experience with them was not very pleasant
- Time4VPS - located in EU, not US

Hrmm. My first pick would be BuyVM in Vegas (@Francisco), I have a DDoS-protected KVM storage box with them - but I think even with semi-annual/annual discount it's like $6/mo. (Free incoming, 2.5TB out, 250GB/256MB)
I have a tiny Xen VPS with @OnraHost in LA and service has been good so far, maybe he has a storage plan in your price range.

Less bandwidth and incoming traffic isn't free AFAIK.
@Hassan used to offer 2GB/200GB/4TB for about $40/year in LA if I recall right.
SpeedyKVM offer 500GB KVM storage for $72/y in Dallas, just in case BuyVM's 250GB is not enough. But that's Wable satellite.
