Just OpenSSH and a little python program
Several people have had this now. Including idle servers and really well secured ones. It's a false report by the automated system but they just wouldn't admit it and apologize...

Why cant you just block the public network and offer the KVM/IP access when such DDoS incident occur.
Forcing to reinstall OS will waste lot of time for a provider and client in that server.
Please remember the Abuse was not happen due to lack of OS security. All issue come with a user action
