VPS with good connection to Hetzner and US East Coast?

Hello,

I could use one VPS for a personal SSH proxy somewhere in US which would have good connection speed to SoCal and Hetzner DE. The best I've achieved so far is 600kB/s via OVH BHS, which is not that great. Bandwidth requirement is 2TB or more and minimum RAM & disk. Budget the cheapest possible of course
