Is there any suggestions?
You want terminal services for anything more then 2 + Users logged in at the same time.
The editions of Windows commonly offered on VPSs are not those that allow multiple logins in that manner, purchasing appropriate licenses for it yourself can be quite expensive on a small scale, and demand is unlikely to be high enough that a VPS provider could make it any cheaper (or make any mark-up).
If you find an inexpensive Windows VPS provider you could perhaps rent several of their smallest product and have one per user but that is far less practical.
Also: is it just an Access database you are looking to share or an application which uses the appropriate MS parts for storage? If the former then you are going to need Office licenses for your users too making this even less cheap.
