Ignoring DMCA notices means they don't have a problem in directly hosting warez for example.
Also, what reply can you expect to someone asking in a public place about it.

That's complete nonsense, people who refuse DMCA will take action on copyright offences providing it's done the legal way (DMCA is not the legal way in europe)
Many US companies send only DMCA, even to EU providers. So if an ISP ignores all the DMCA notifications, many infringing content will not be taken down.
Thanks. I don't think that any host can last ignoring such notices anyway, as @Nyr said it would be illegal. But they can live you a couple of days to deal with the matter. And that's important if you host user generated content how can you be sure that one of your users didn't submit anything copyrighted...
