cPanel license Pricing tricks

I'm bit confuse about cPanel license pricing.
For partners they give 30% or, more discount, also they give 10% discount if i buy 2-4 license. 20% for 5-14 Licenses.

Question 1 : I've to buy 2-4 or, 5-14 license at a time to get discount? or, when i will cross 2+ license i will get 10% in future? and, when i will cross 5+ license i will get 20%?

Question 2 : in all discount there is a star marked *yearly. what does that mean? I've to buy all licenses in yearly terms?.

Question 3 : in such condition with 30% partner discount, it isn't possible to get a vps license below 14$. how some companies offer outside network cpanel at 14$? (without profit).
and, for internal network some companies offer cpanel at 10-13$. what is the tricks?

Thanks in Advance

okay, that mean if i don't have 14 clients at a time? I can buy once for yearly terms and use in future?

Yes and no, I've been a partner since 2006, but all partners had to resign their contract when that horrid windows thing came out, I tried to avoid it, telling my rep I wanted nothing to do with Windows, but in the end, had to resign anyway, then within 6 months they bailed on their Windows offering. AFAIK I only pay $1/mo less for internal VZZO licenses than new partners. So there is the yes part of my statement.

They can't... Not until something on par with them appears.

They likely have a grandfathered agreement that has low VPS license pricing.

There are volume discounts on licenses for dedicated servers. It was rumored that some providers had negotiated below $25 rates on dedicated licenses a while ago. Some of those providers still have those agreements in place.
