This, however as noted, does not mean much - even the official Viettel(.vn) website is according to WHOIS hosted on DSL:

Jakarta to Singapore is different than Jakarta to USA (IX transit)
Padinet just owned the 500 MBps to IX (as Singapore is counted as APAC transit and would have a multiple 10G through NAP FO submarine cable, as you said I believe). I believe many providers bought or owned those IX, as well. But I don't know if someone in a DC own only a rack bought a direct 500 MBps IX transit 
yes, but don't forget JAKABARE (indosat), Moratel and pgascom they have fiber ID-SG
we all know if IX bandwidth very expensive in indonesia + gini gitu regulation from goverment, some indonesian ISP make a decicion to built infrastructure or rent link ID - SG then buy transite there.

Unfortunately lower specs is not available now because the IP pricing we are getting from the datacenter is quite expensive. We might release low specs VPS at the end of this month or next month when we get direct IPs from VNNIC/APNIC.
Our datacenter is Viettel IDC. WHOIS IP is not always correct.

This seems to be a choice, but much exceeded your budget. In Korea, low end is nearly impossible (except some Korean sellers who disallow int'l orders!)
The VPSes are seem to be hosted in SKT DC. My friend has one VPS @ them, the gateway IP is 211.110.14.1
In Korea if one of your VPN is ddos attacked or do any illegal they will terminate your dedicated server that will result all your business going down. VPN business is not good for Korea . And any body who offers that much cheap vps ( is just a reseller Not the main company ) will eventually create issues for customers. Because of the VPS goes into trouble all customers will go down.
