from reading here it seems the process is as follows:

1. post an offer blindly without reading the rules
2. make sure to hide your whois on domain first
3. get slapped by the mods and community
4. return with a clean whois and take orders
5. scam a bunch of people or have a bunch of complaint threads
6. run off and close up shop or seek forgiveness from the community
7. congrats your now a full fledged LET provider.
