No, they're far away.
Vultr is based on virtualization (VPSs). Scaleway, on the other hand, are fully dedicated servers.
I don't think you'll see something like Scaleway on the US pretty soon.

godaddy now has some sort of attempt at vps with hourly billing. digital bucket maybe. maybe you could pretend scaleway is in paris,texas?
