GRE Tunnels allow all traffic through, so they require another IP.

Technically - no. Easier to configure with one though.
You can DNAT just specific ports, but it is a complication. Just routing an additional IP to the GRE tunnel is easier.
Technically no. If you don't you can NAT easy enough. Routed tunnels with a single IP are a PBR nightmare.
