Less than $5 .coms do not exist, because it costs some $7.x for them to reg on the first place.
The ones that you can get from time to time have to come from that registrar's marketing budget, and guess what the point of that is?
They only make money if you renew at the normal price the next year.

Nope, sorry. Transferring around to save $2-3 every year doesn't really seem like a smart move either.

If its one domain how does saving a few dollars a year do anything? Now if you've got multiple domains I can understand, but ~10$ per year on most TLD's is reasonable since cost to keep them registered is between 7-8$
