If Netherlands is your preferred location then you won't find anything better than EuroVPS but I am not sure if they would fall within your budget as you didn't mention it.

Thanks, I definitely want Cpanel access as well. The server will still need to be managed for updates, patches etc... as I know just enough to get me into trouble.
After checking Dubai prices, I'll for sure want to stay in the EU or Netherlands.
