Well you won't get any LEB/ LET priced VPS from Indian providers, but I found www.vr.org to be better than other Indian providers. And they have priced 10 dollars for a 256mb one. I have a 256mb VPS and it works without any major issues so far ( Have it from past month and a half). There Control Panel is good and effective and they have mutiple locations as well.
Other than that you can try http://instacompute.com, who will give you a trial for 30 days on there cloud VPS. I got one VPS as trial, but I could not figure out there control panel and I stopped using the trial.

Anything that uses CTLS for a data center will be slowwwwwwww going from US -> India through CTLS but if it's regional, it will be slow but expected
@Dewlancevps may be able to hook you up with some cheap auto boot VPS located in India.
(correct me if you only have servers located in America)
