Depend if the exe compress/protected or not, try PE Explorer
Resource Hacker is th only option. You need to find exe or dll file which contain image of the program.

Hex edit is your best bet if its a compiled exe with no other files or dlls
Sure it is possible, but it can range from easy to "f*ck-this-shit-I'll-grab-a-beer-instead" tricky.
Definitely use a program that already exists. I done a task a few years ago that evaluated all the DLL asset "fingerprints" from CNET downloadable programs. Never edited them though, just checked what was there.
Hopefully the image you want to replace with is <= in size as it may involve a whole lot more jiggery-pokery.
If only for modifying some part, we can use reshacker. But it's all depends on the exe itself, is it compressed? Is it encrypted?
What ide the exe was created? VB / Delphi / Dotnet / C / Asembler etc..
We can try to decompile it, change the code, and recompile it again.

may I ask why are you doing this? is there a specific program you are trying to "change" the background image on?
as we can help you a lot better if we knew the specific program you are trying to change.

I think so too. Perhaps he's trying to get rid of something trademark related? If the program is open source, well then then there you are. However if it's not, why is he not asking for the source code or not getting it? Basically whoever wrote the .exe will likely help you - or perhaps not.
