Stable, in general yes but all traffic goes through 2 specific ISPs (TIC and ITC) which tap it, analyze it and run high end DPI (China supplied) on it - SSH is limited to 10-20KB/s (1-2Mbit), all VPN protocols are blocked (depending on region/city also shadowsocks), SSL is MITM for many sites (everything Google), DNS is hijacked and redirected to Iranian servers, HTTP proxies are transparently redirected and traffic dumped etc etc...
