I don't really think it matters much, you can always SWIP directly with ARIN.
You can either SWIP or use rwhois, it's up to you. ARIN will want you to be doing one or the other.
Ah, thanks qps, now I get what it is even for. So yeah, SWIP by e-mail request form seems to be the way to go for version 1 of anything.
