Nope, forget it - Windows license alone, at cheapest SPLA rates, is 3.87$ alone - Then you also want EU were an IP costs 1-2EUR (2-3$) so your server would essentially be free.
ThrustVPS (switched to new domain) provide Windows VPS in UK. You need to purchase XenHVM + License from them but I don't know If they will provide you a VPS under $5/mo

Vultr using custom ISO (integrate VirtIO drivers into Windows ISO) won't be licensed, you'll need to license it yourself or use it as a 180 day trial
IWStack can do that if you can fit it in 512 MB and use your own ISO with 7 starter slimmed down or something. Add 3 more $ and you can have a functional 1 GB instance.
Fully licenses 2008 or 2012 will cost you 9 Eur extra just for the template.
