Contabo, own ISO is not supported, but there is a way to install own Windows anyway to my knowlege. They charge €6 for Windows Server. I don't personally recommend them, but it's still a viable option to consider.

Not 100% sure on Custom ISO, but LeaseWeb with their 40% recurring discount would get you most of your specs for 6 Eur/mo in NL or DE. https://www.leaseweb.com/cloud/public/virtual-server

You'd be better off going with iwStack though, that would be my pick

If 2GB RAM and Europe (not EU) is OK, check also Vstoike KVM, price tag in rubles is around $13, there is yearly payment off. Custom Windows ISO and BYOL are supported.
