Vladivostok is not possible! You won't find a suitable offer. Even Rostelecom doesn't offer any colocation to business customers for this location.
I know VTC pricing for colocation, but I won't disclose it. Their 1U colocation includes only 5Mbps of traffic, additional are paying per Mbps.
How about vstoike.ru ?

Vstoike is in SPB (St. Petersburg) and their network does not have any direct peering to China or Asia really. So it won't be suitable.
Transtelecom maybe for China Telecom.

It's not price for vtc.ru, but it's the price for another ISP - ptkom.ru. And I don't think prices are too different.
