    I've tried that and it doesn't work either. The only way it could be done would be to put users in a different group once we allow a shared hosting offer.

    But that's the point. Shared/reseller offers are allowed on a case-by-case basis, not a host-by-host basis. So, to anybody requesting permission, please include the details of what you'd like to offer.
