Well for a start 100 Mbit is about 12.5 MB/s.
His reply is not very clear, I am willing to give him the benefit of the doubt. Perhaps he meant to refer to one of your downloads where you were only getting 5 MB/s, and maybe meant to say that was caused due with continuous testing which only made the network slower (such as multiple downloads at a time).
@FTN_Kevin If he is an "excellent tech" he can easily see wget has timestamps so download tests did not run simultaneously.
Well you made the statement publicly on this forum that you had proof the issues were due to a security hole in Solus. So you will either have to stand by your statement and defend it or retract it and apologize to the people you caused damages/inconveniences with it.
Not sure if anyone noticed, SolusVM released a v3.11 update to their WHMCS module on 5th Nov, 1 day after ChicagoVPS's incident. The update added support for htpasswd authentication on the api folder.

@Kenshin good notice.It looks like extra security feature.Only @soluslabs can confirm if the update is related with chicagovps issue or not.However there is still no sign or proof of an exploit.
