VAT is depended on your location. If you are living in EU, VAT are calculated on your country rate, if you are living outside EU, you don't need to pay VAT.
Off course, billing system can calculate right VAT, when you choose your country.

On the topic, MikroVPS is among the best providers I've been with. I can only recommend to cancel the discounted server after a few months and get another at the regular price.
