Vultr have servers in EU locations including London, Paris, Amsterdam and Frankfurt. They accept Bitcoin payments, you can use your own ISO and snapshots are currently free. Free trial link in my signature.
Vultr would be your best bet
Their VMs are too fast.

Inception Hosting have some excellent Xen HVM plans, if you have your own license or a trial license is fine.
