There is no possible way you are going to get all of that for ~$15. The Windows server license itself will raise the server to at least $18-25+, plus the cost of Plesk etc.
Or your price tag is too high…

I don't think you'll be able to find a good provider under that price. Increase your budget to minimum of $50 to grab all of those for free
Not true. I have seen an offer under 20 with all those within that price. But i will wait for some time for a better one within my budget.
