Leaseweb is great for it's network speed. Don't expect high I/O since it's SAN storage.

Yes it is recurring, I have several Leaseweb VPSes that I have purchased during their different sales (including this one) and the discount has always been recurring.

I can only find 4.95 for S plan. Even I choose 36 months term, the price is still 3.465 before coupon. So, where's 3/month plan?

Last day for the offer is today. Below is Manassas, VA (US) location benchmark. I only paid for a month, dd is somewhat slow but that's not very unusual. I imagine they have a solid/good network and their VPS's are likely to be stable / reliable compared to when they first started selling VPS's at this location. I may keep it not sure yet. Ramnode is my favorite for performance/cost followed by Vultr atm. Hard to find great providers...
